How to read your Ocoee TRIM notice

The TRIM notice can look like a tax bill, but it is really a preview. It shows your property values, exemptions, proposed tax rates and estimated taxes from each taxing authority before final budgets are adopted.

Market value is not taxable value

Your market value is the Property Appraiser's estimate of value. Assessment limits and exemptions can reduce the value used to calculate taxes.

Ocoee is only one taxing authority

The notice also includes the School Board, Orange County, the Library District and the water management district. The City does not receive the entire ad valorem total.

The three comparisons answer different questions

Last year shows what you paid. The rolled back rate is calculated to raise about the same total property tax revenue as the prior year from existing property, excluding specified changes such as new construction. It does not promise that an individual property will owe the same amount. The proposed rate is the highest rate the taxing authority may adopt, set in July before the notices were mailed.

Assessments are separate

Non ad valorem assessments may appear on the same notice, but they are not calculated from taxable value and millage. They fund specific services or obligations.

Real example from 2026: Ocoee notices showed a proposed City rate of 5.2922 mills. That was the ceiling. On September 23, 2026 the City Commission adopted 4.9500 mills, the same rate as last year. On this sample the City line drops from $976.88 on the notice to $913.72 on the tax bill.
This guide follows the layout and terms of the 2026 Orange County Notice of Proposed Property Taxes. The owner, address and property values are made up. Taxable value uses the 2026 homestead exemptions: $25,000 for school taxes and $51,411 for all other taxes. Rates for the other taxing authorities come from a 2026 Orange County notice for an Ocoee property. Fire Rescue and sanitation amounts are the 2026 Ocoee residential rates. The stormwater amount is an example.

Same rate as last year, but the City line rises $22.72 because the taxable value went up from $180,000 to $184,589. That is why the notice counts it as a tax increase.

Why two kinds of charges appear on one notice

The most common source of confusion is that ad valorem taxes and non ad valorem assessments can both appear on the tax notice even though they are calculated differently.

Ad valorem property tax

Based on taxable property value. The taxing authority applies a millage rate to the taxable value. Ocoee's City tax is one line among several taxing authorities.

Example: $184,589 taxable value × 4.9500 mills ÷ 1,000 = $913.72 in City property tax.

Non ad valorem assessment

Not based on taxable value or millage. The charge may be based on a dwelling unit, service unit, square footage, parcel characteristic or another adopted assessment method.

What residents usually want to know

These answers explain the main parts of the notice and what each section means.

Is the TRIM notice my tax bill?

No. The notice is marked “DO NOT PAY, THIS IS NOT A BILL.” It provides proposed tax information and hearing information before the final tax bill is issued.

Why are there so many government agencies on the notice?

Several independent taxing authorities can levy property taxes on the same property. Each authority has its own line, taxable value, rate and estimated tax.

Why can taxable value be lower than market value?

Assessment limitations and exemptions can reduce the assessed or taxable value used for a particular tax levy.

Is the Fire Rescue assessment part of Ocoee's millage?

No. It is shown as a non ad valorem assessment, separate from the City's ad valorem property tax calculation.

Why might my final bill be different from the proposed column?

The proposed rate is a ceiling. Each taxing authority adopts its final rate in September, and it can be lower. Ocoee adopted 4.9500 mills after showing 5.2922 on the notice. Your November bill also includes adopted assessments and early payment discounts.

If the City kept the same rate, why was it advertised as a tax increase?

Florida law compares the adopted rate to the rolled back rate. In 2026 property values rose, so the rolled back rate was 4.8111 mills. Ocoee kept 4.9500, which is 2.89% above the rolled back rate. State law requires that to be advertised as a tax increase, even though the rate itself did not change.

When will I get my tax bill?

The Orange County Tax Collector mails bills starting in November. Paying in November gets the largest early payment discount. Taxes are due by March 31.
